How early for Neem Oil?

Neem fixed this juniper last year.


Now I'm thinking....prevention....

Is Neem preventative as well as mite killer? If so, how soon to apply?
 
As a dormant oil, you can use it at any time.

You have to be careful applying it to tender foliage or foliage exposed to direct sun. It can cause leaf damage due to burning and/or leaf smothering (as an oil). Just be aware.
 
It's not really a preventative. If they are present, it will smother them
 
I start spraying as soon as the weather starts changing. I spray in the evening so the foliage doesnt get burnt in the sun.
This is smart and should be so obvious! Do you still aim away from foliage?

On second thought, it may still be too cold for mitey moms to have babies so I'm gonna wait for a month or so and then begin whacking limbs and seeing the falling critters. :D
More fun to smother than to prevent. :p
