I would start bending that trunk and see where it takes you.
Junipers like this can become anything, but the best starting point is setting the bones.
If you manage to wire and bend the trunk without taking any branches or foliage off, it'll be like silly putty.
That's at least how I do my junipers. Sometimes I leave the trunk wired and do nothing for a year. Usually the design comes to me once that first line is there and set.
