Do you know what species?
How long since the transplant?
Is it destined for bonsai or something else?
Location? Plants are seasonal. Where you are in the world could well mean different timing or techniques to get the best out of your plant.
I cannot make that plant grow on the other side of the trunk but I can offer advice to make it look better.
Cut the dead stump close to the live branch. Cut at an angle so it appears to merge from the thick trunk to a new, thinner trunk.
When that's done you should have a trunk with branches all round again - problem solved.
As for height and growth, do you want more or less of either or both?
