Flying Dragon - best time to repot

I have a 7-8 year old Flying dragon (Poncirus trofoliata) plant in primarily a bark+perlite mix. It desperately needs a repot. And I want to move it into a coarser bonsai like mix. Hoping it will eventually turn into an interesting bonsai or a weird plant in a pot.
I am in zone 6b (Pittsburgh) and the plant stays outdoors in a pot buried in ground/mulch. This one loses all its leaves in winter. Right now there are buds swelling but I am pretty sure these are flower buds showing up ahead of the leaves. I am not sure whether it did the same thing in the previous years. I was not paying attention. But my tropical citrus do show a preference for producing flowers/fruit first followed by vegetative growth. And my gut says wait to repot till the vegetative growth to starts. But want to get some advise/feedback for this particular species.
So my question is what is a good time to do some major root work on a flying dragon?
