Fire Tree Seedling

Hello! New to bonsai…I have a couple of fire trees I am growing from seed. One of which is really struggling.

Is there hope for this guy or anything I can do to help?

The soil moisture levels are consistent across the seedlings (I have 2 others that look much better) and they get a lot of sun (I’m in Southern California). Thank you!

The new growth is encouraging. I'd keep it in partial shade for now.

I'm also in SoCal and this winter's dry wind storms have been rough on my seedlings too, but many are starting to come alive.
