If you are to repot a tree around mid to late spring, do you fertilize early spring ?
Would fertilizing then allow the tree to maybe accumulate energy that will help recover from root work or would fertilizing have the foliage become more active and request more water that the worked roots can't provide and therefore cause foliage to dry more ?

Generally, for the current year/season, no.
Doing what is necessary for the tree to be as strong as possible for repotting or other bonsai work, starts at least a full year before you start doing that work, if not longer.
Strength is built up over months and years, not a few weeks.

You didnt specify what species you are talking about.
Timing of repotting for maximum recovery is important.
If you repot at the wrong time, you can easily kill the tree.

For most species the best time to repot is just as the buds begin to swell in the spring.

Thanks for your input.
Most input I had for pines, junipers and olives mentioned late spring early summer, there was also talk about waiting to repot pine and olives in mud summer but as I'm in warmer climate will be repotting those in second half of spring.
