Elm root cutting question

I have a couple chinese elm root cuttings growing and this has been the first time trying this. I'm in need of some advice on when to chop it so it blends in. Does one just make a horizontal cut at the height of where the first branch would be when the root cutting and the chosen leader have basically blended or (became the same size at the base)?

When I first started this I wanted (could only picture) a broom style. I understand that brooms have straight trunks, sub trunks and I cut off all the others because I didnt want reverse taper. After reading other threads on this subject I believe a V or wedge is made on top, cut off the horizontal shoots budding out on the sides, keep between 5-8 sub trunks, and finally when they are long enough tie them together to make into a wine glass styled broom.

A universal principle in bonsai is that a chopped stem won't thicken much, until the shoot from it is nearly the same size.

Think though what this means in your case and I think you will know what to do.
