Developing nebari on a BRT

I'm working on developing the nebari on this Brazilian Rain Tree. I don't know if this is species-specific, but I'm wondering what I should to to plump up the roots on the nebari. I don't know if exposing them or burying them deeper would be better. I don't really know the science behind it, but then again I'm wondering if it's just this particular species that causing the slow development.

Sure thing ;)

"Keep them buried and pump the fertilizer into the tree. Keep the top cut back; repot frequently, pruning back roots below those you want to fatten (cut them back, don't eliminate them!). Do this until at some repotting, you determine that the surface roots are where you want them, then repot more shallowly to expose them and start working on the top."
