My JMs have finished their growing shoots and so they are static. Even so, does cutting them back spurs active growth again?

What kind of growth are you looking for? If you're thickening the trunk, don't prune. If you're ramifying, pruning will slow your growth but redirect it to inner buds.
Looking for ramification. I will cut back.

Thanks.

Summer pruning usually starts new shoots growing, even when the main spring growth has slowed. Summer growth is typically slower and shorter internodes so much better to build ramification than the fast spring shoots which usually have longer internodes.
Though I have not seen the tree and don't know it's state of health I would probably go ahead with the pruning.
