Crabapple hardening on trunk and new leader

Last spring I did a trunk chop on my Crabapple. The new leader shot up like a weed! However, over few months it has since been developing a trunk hardening and black coloration. Overall the tree is healthy and healing well in my opinion for my first trunk chop ever.

Can anyone tell me what they think is going on and what are the expectations due to what's going on?

Even though we have had severe drought in southern Louisiana, my watering is on irrigation system and all my others trees did pretty darn well. I am thinking that it grew too quick?

Uh Oh… looks like it might be infected by pseudomonous syringae.

Do you mind telling what variaty of crab apple, I want to grow one in zone 9 also but they all say hardy to zone 6-8 I'm sure there are some varieties that don't require as much chill hours howerver. Does yours flower?
