I collected this 2 years ago and pruned it back by @3 foot then and Im now wondering when and where to cut back again and Id be really grateful for any advice from all the experts on here please! Ive also wondered about airlayering the top section and the straight second branch up- what do you suggest?

Assuming that the roots are nicely established, I would prune to remove any branch that is too long, too thick, lacking taper, or located in the wrong place on the trunk. This will leave you with a nice trunk line and taper, and the next generation of branches will be thin and will allow you to wire to shape before they set on the trunk.

I don't know the details about this cultivar, but yes if you wanted to air-layer them off instead of discard them, you could do that as well. Make sure you seal all your pruning cuts until they start to heal.
