It budded well and looked good for 2 weeks. Now it is regressing. It appears that the foliage did not gather enough energy to form roots. Energy is depleted from the collected tree. I am seeing this on my liquidambars collected with hard chops on top and bottom.

It happened to me too on a small one I bought from a nursery. Hard chop and root prune in Spring. It budded and produced leaves but slowly. Then in May it stopped, the leaves wilted and died.
Next year I'll try with the pruning only. Roots undisturbed for at least one year.
