Chinese elm yamadori

There is a Chinese elm that I would like to dig up. It is a few years old, 1/2” diameter trunk. It was chopped io 8” tall by landscapers during weed control a few months ago. It was 24” tall. We are still getting over 100 here so when should plan on taking it?
 
For most tree species the best time to dig out trees is during the early spring, just before the tree starts growing.
