Burtt Davyi back bud issues

I have a few burtt davyi that I have been growing for 3 years. The trunks are around .5" or so. I had some nice branch structure and then the leaves dropped one by one on each tree. The trees pushed new growth but just at the ends of each branch. Is there any way to push back budding on the branches? I have them under T8 lights for 12 hours a day. Water twice a week. I think I might be a little light on the fertilizer as I only put pellets on the soil. If I start using miracle grow liquid would this help?

All my other trees, Brazilian rain, jasmine, cherry are growing fine and bloom through out the year.

I've had similar issues with mine under T5 lights. Everything else seems to flourish under the lights, but the Burtt Davyi has pretty much stalled. I've had some backbudding happen, but not in the places that I really want it. I've heard they can be a little tricky, but the small leaves make it such a good bonsai candidate. If it's not pushing figs, it probably needs more fertilizer (from my experience).
 
They all have a bunch of small berries. I pick them off as soon as i can.
They all look healthy just not back budding. so I have a 10" tall tree with 4" long branches with a tuff of leaves at the end. basically 3.75" of bare branch.
