Blue cedar tip death

Please help, my friend has this blue cedar

The tips have gone brown and limp but it's producing backbuds

There was just some frost

I don't have a clue about cedars and have never had one, I'm hoping it's frost damage but I'm concerned about fungus

It could be a fungal issue, I remember some blights also affect cedrus.
Did it go properly dormant? Because incomplete dormancy can lead to frost damage too.
 

Seems to match the description.
