"Black Spot" on Chinese Elm

So this spring we've had awful weather, far cooler than normal and not a lot of sun/lots of grey or rainy days. A number of my Chinese Elms have "black spot" - clearly a fungus or a disease. Trying to look into it the "official" "black spot" affects the rose family. So I guess there are some terminology issues here. It's gotten pretty bad in a couple of them but no other trees are affected.

Looking for any tips/suggestions on a: what it is and b: treatments. Other than the standard fungicide applications. I think I currently only have Daconil (which I've applied once so far) and a Copper Fungicide.

I've also seen Mancozeb? mentioned.

Should affected leaves be cut off - or just treated?

I lean towards Stegophora ulmea as the disease here.

Its probably not susceptible to fungicides once already in the plant, but both copper and daconil should stop the spread.

As usual avoid overhead water. It overwinters in leaf litter.
