Best Desk-Style Light?

San Antonio, TX USA. Zone 8b/9A.
I would like to have a decent shot at a Portulacaria Afra in my office, but my office is terrible and has zero windows so I'll need a grow lamp. Luckily, I don't pay the electric bill so other than the initial cost of the light and the lamps, I'm in pretty good shape.

Any good recommendations for a grow light that might fit on top of a small filing cabinet and support at least 1 small pot?

Any small CFL type light will be OK with a 6500K bulb. The plant won't flourish, but it should live.
 
I use the analog 3$ timer from Wal-Mart.
Anything else is just a lot of bells and whistles.

Is there anything less than $100 that starts to look more toward "flourishing"? When I said inexpensive I meant mostly not a $500 setup that is 3ft long. Just something small where the plant would do reasonably well.
 
Maybe get a used 400 watt metal halide from a pot grower.
Your tree will flourish under one of those mini suns.

Unfortunately not really, at least not in an office type setting. It's just too dry and suboptimal for a tree to thrive. You could get a small two foot T5HO fluorescent light, which might do well.

Are any of these good for jades or a portulacaria? Sadly, I don't know exactly what to look for to know whether these are absolute garbage, irrelevant for houseplants, or legitimate options for my application.

The plant would get at least 9hrs of flourescent light, then relative darkness with just this for 5-6hrs.
