Is this considered healthy amount of back budding and growth on my Japanese red pine? Is now when I’d go in and shoot select?

Let them extend and grow a bit
Wait until September or October to reduce multiple shoots to 2 maximum where you cut this year's shoots.
Also reduce any terminal buds to 2

If you remove extraneous buds now, the remaining ones will have more energy. If you wait 'til fall, the remaining buds will have less energy. Said another way, the remaining buds will be more refined. Depends where the tree is on the developmental timeline.
