I think that's just a sign of vigor. Makes sense, since its the longest candle on the tree ...and its the highest candle on the tree. You definitely can prune that candle at the appropriate time, though I'd probably leave JUST a few more pairs of needles than your red line indicates. That said, I think you'd be fine at your line because of how vigorous its growing.

Oh lord, those were pine cones! I retract this entire thread and banish myself to deciduous material. Honestly though, I have not seen a cone on any of my pines before.....that's all I got.

I prefer to pinch the candles in half before the needles start to extend on the candle, when it still kinda looks like a corn on the cob.
Repotting is no different for 2 flush pines, in the spring as buds tend to swell

What Paradox said, before the needles start to peel away from the shoot, but I do try to wait until the shoot has stopped extending
